Cindy Johnson

Cindy Johnson is a principal of NRS/NRC, with over 27 years of experience in environmental consulting in the western U.S. Cindy's professional experience includes the completion of a broad range of wetland-related projects that have included delineation of wetland resources, design and implementation of wetland mitigation plans, preparation of 404 Permit applications for the U.S. Army Corps of Engineers, and negotiation of solutions to permitting challenges with State and Federal agencies.

Cindy's professional experience related to vegetation resources includes mapping of plant communities, development and implementation of revegetation/restoration plans, monitoring of establishment of wetland and upland vegetation, and weed control. In addition to revegetation plans for construction sites, Cindy has developed soil erosion control plans, including Storm Water Pollution Prevention Plans (SWPPP), for pipelines and hydroelectric projects.

With respect to environmental analysis, Cindy has written all or parts of Biological Assessments (BA) for airport expansion projects and livestock grazing plans on Federal lands; programmatic Biological Assessments for threatened and endangered plant species on Federal lands; Environmental Assessments (EA) for airport expansion projects, municipal facilities, and natural gas pipelines; Exhibit E documents for licensing or relicensing hydroelectric projects; and Resource Reports required for licensing of natural gas pipeline projects by the Federal Energy Regulatory Commission.

Cindy has earned an M.S. in Range Ecology, is certified as a Professional Wetland Scientist by the Society of Wetland Scientists, is certified by the U.S. Army Corps of Engineers to conduct wetland delineations in Utah, Wyoming, Idaho, and Colorado, and has been trained in the Habitat Evaluation Procedures method of wetland assessment.

Mike Jablonski

Mike Jablonski is a principal of NRS/NRC, with B.S. and M.S. degrees in Forestry and 21 years of experience with field data collection and project administration. During recent field seasons, he has conducted white-tailed prairie dog surveys, pygmy rabbit surveys, nesting migratory bird surveys, greater sage grouse lek surveys, and has assisted with raptor nest surveys and black-footed ferret surveys. He has also been certified by the U.S. Fish and Wildlife Service to conduct surveys for Utah prairie dogs, a threatened species. During 2010, Mike worked closely with Brigham Young University on a pygmy rabbit research study in eastern Utah.

In addition to being an experienced field biologist, Mike is skilled with the collection of field data using hand-held GPS equipment, as well as the management of databases produced by teams of biologists using electronic data collection technology. Recognizing that information technology is pervasive in current biological field work, Mike completed a B.S. in computer information systems in 2006 and has used skills acquired in that program to help manage and administer large, multi-disciplinary projects involving teams of biologists collecting field data over multiple field seasons.

Patrick Meyer

Throughout his 22 years of continuous field work experience, Patrick Meyer has participated in the coordination and implementation of numerous field surveys for projects in Wyoming, Colorado, Utah, and Nevada. Migratory bird surveys, sage grouse lek surveys, pygmy rabbit surveys, and prairie dog town mapping, with associated black-footed ferret searches, are some of the wildlife studies which he has conducted as part of the NEPA process. Patrick has also worked as an Environmental Compliance Inspector for several natural gas pipeline and transmission line projects in the western U.S.

Patrick has also been responsible for the integration of field survey data using GPS and GIS geo-databases, most recently using Trimble hand-held units, and using ArcPad applications for transfer of field data into the project GIS database. Patrick has a B.S. in Geography with an emphasis in environmental studies and his is trained and certified to conduct surveys for black-footed ferrets.
